Manager - Facility Engineering

Your role: The Manager - Facility Engineering will be responsible for ensuring BioReliance Biotesting Services facility (~2000 sq. mt. laboratory) is fully functional and cGMP complaint. You will manage validation & qualification in accordance to quality management system requirements and manage the calibration/ preventive maintenance of equipment and machinery.


The post holder will be able to perform the following functions independently, with minimal guidance.


Brief role description:

  • Handles wide range of typically highly complex assignments.
  • Develop and maintain maintenance, repair, calibration, and validation programs that support aggressive production schedules in compliance with quality management system.
  • Manages building systems (BMS), repairs and the preventive maintenance program in Blue Mountain Regulatory Asset Manager (BMRAM).
  • Ensures all utilities (AHU, compressed air, utility gases, power, water, temperature control, pressure differential, etc.) are 24x7 maintained at qualified state for routine laboratory operations.
  • Act as the point of contact for all Labs (primarily BioReliance Labs) with the building landlord and local regulatory agencies.
  • Ensures facility permits from NEA, SCDF, FFSD, AVA, MoH, PUB, etc. are renewed and maintained in compliance with local regulatory requirement.  
  • Manages Engineering, Building & Grounds, Security, access control, and Project Engineering.
  • Manages with renovation and/or fit out of existing facilities and new building construction.
  • Develop the annual Facilities plan, budget, and CAPEX, preventative maintenance schedules.
  • Communicate corporate plan to relevant organizational leadership and manage the plan according to established budgets and timelines. 
  • Negotiates and coordinates contracts and service with outside vendors (biological and chemical waste disposal, GMP cleaning, pest control, etc.).
  • Performs tasks in accordance with SOPs and regulations (cGMP, GLP, Biosafety level 2). Implements planned maintenance.
  • Ensures company employee health and safety (EHS) regulations and procedures are implemented.
  • Interacts with employees at all levels of the company as well as outside vendors.
  • Provides troubleshooting and develops job related guidance in skills and abilities to subordinates.
  • Analyzes maintenance and repair problems, implements engineering related deviations, non-conformance and CAPA.
  • Develop time and cost estimates on facility modifications.  Supervise the implementation of modifications within budgets and timelines once approved.
  • Develop and provide metric reports to management on the cost effectiveness and efficiency of Facilities services.  Provide periodic communications to all customers on the status of Facilities department activities.
  • Performs other duties as assigned.




  • Bachelor’s degree in engineering (mechanical, electrical, etc.)


  • Minimum six years of experience in facilities management and engineering.
  • Experience of working in a GMP environment and understanding of Quality management system
  • Understanding of operation of BSL-2 Lab environment is highly desirable
  • Project management experience would be a plus.

Knowledge and Skills:

  • Good planning and organizing skills
  • Detailed orientation, structures and compliance orientation
  • Excellent oral and written communication skills.
  • Excellent problem solving, customer service and planning skills.
  • Proficient in Microsoft programs and Engineering software systems. (Sauter BMS, KAYE equipment monitoring system, Hi-Vison live streaming).
  • In-depth knowledge of all maintenance functions (e.g. staffing, GLP, cGMP, etc.), corporation facilities and systems, EHS (e.g., multi-tenant, HEPA filtered HVAC, building management systems, fire alarm systems, security camera, etc.), project and construction management.
  • Comprehensive knowledge of applicable codes and enforcement standards, including SOP’s, systems history and change control.
  • Ability to read blueprints and schematics.

Additional Local Needs:

  • The post holder may be required to travel between BioReliance sites
  • Global mindset and to be willing to engage in out-of-office hours (work overtime and flexible shifts)
