Location:

The Commissioning Manager is an onsite role located in Tamaqua, PA with domestic and international travel required to meet business needs.

 

Your Role:

We are seeking a highly skilled and motivated Commissioning Manager to join our team at EMD Electronics. The successful candidate will work closely with members of the project management, engineering, procurement, and site operations teams to plan and safely execute commissioning and start-up of Electronics projects, within the approved project budget and schedule. This individual will be involved in the full project lifecycle, including but not limited to: estimating efforts during FEL project development; contribution to operability review, design hazard review, and model review, as well as active planning of commissioning efforts during engineering and design; participation in construction acceptance and system turnover during construction; and management of all aspects of the commissioning and start-up phase of the project through handover to operations. This role will include project EH&S leadership and accountability during commissioning and start-up activities, as well as direct supervisory responsibilities for a small team of Commissioning Technicians.

 

Key Responsibilities:

  • Lead and manage all aspects of commissioning and start-up through entire project lifecycle for new Electronics facilities.
  • Develop commissioning and start-up strategies, resource plans, schedules, and budgetary estimates to support FEL project development efforts.
  • Provide input during engineering to ensure all scope required to facilitate safe and efficient commissioning and start-up is included in the project design.
  • Perform commissioning walkdown inspections to support construction punch listing and system turnover process.
  • Prepare detailed commissioning and start-up procedures, coordinating input from engineering and operations, and ensuring appropriate safety reviews are conducted for any novel commissioning activities.
  • Conduct new equipment, valve and instrument verification, testing, troubleshooting, and resolution of issues during the commissioning and start-up project phase.
  • Perform piping system verification and specialized commissioning activities such as flushing, cleaning, chemical passivation, and/or helium leak checks.
  • In collaboration with Process Safety, conduct Pre-Startup Safety Review (PSSR) activities and follow-up.
  • Ensure compliance with safety, quality, and regulatory standards throughout the commissioning process.
  • Report on commissioning status, risks, and issues to senior management and key project stakeholders.
  • Document all commissioning activities, including inspection reports, system verification checklists, and final acceptance tests as part of handover to operations.
  • Provide training and support to operational staff on new systems and equipment during start-up.

 

Who You Are

Minimum Qualifications:

  • B.S. degree in Engineering, Chemical or Mechanical or in a related discipline.
  • 5+ years of experience in commissioning and start-up management, preferably in the semiconductor, chemical or large-scale industrial manufacturing industry setting.

 

Preferred Qualifications:

  • Strong knowledge of industry standards, regulations, and best practices related to the commissioning and start-up process.
  • A safety-first mentality, with experience in OSHA PSM requirements, OSHA lockout tagout rules, safe work permitting, general personnel protection equipment (PPE), and specialized PPE for different chemical hazards.
  • Prior experience and knowledge of various types of piping and tubing systems, valves, instruments and process equipment such as: pumps, compressors, blowers, agitators, drying systems, distillation, heat exchangers, reactors, vacuum equipment, and cylinder fill operations.
  • Flexibility and the capacity to execute in a fast-paced and dynamic work environment.
  • Competent mechanical skills and experience with small hand tools, elevated work from ladders and platforms, and the ability to lift at least 50 lbs.
  • Excellent project management, organizational, and time management skills, with the ability to manage multiple activities simultaneously.
  • The engineering acumen to achieve a detailed understanding of new process chemistries, process hazards, safety and process control systems, unit operations, and metallurgies.
  • Strong problem-solving and analytical skills.
  • Excellent verbal and written communication skills, with the ability to work effectively in a team environment.
  • Proactive, motivated self-starter with the ability to work with minimal guidance.
  • Proficiency in relevant software and tools for project management, commissioning and start-up management, and document management.
