Job Title: Head of Program Management Japan

Location: Tokyo

Direct reports (to this position): 3. Team size: 4 including manager

Report to: Head of Global Program Management (Location: Billerica, Massachusetts, U.S.)

 

Your role

Build and lead a team of Japan R&D program managers who drive development of assets within any of the Oncology, Neurology, Immunology, and Fertility Therapeutic Areas. The development phases span from early development through LCM.

You are a full and proactive member of the Global Program Management Leadership and Japan R&D Leadership teams, thereby integrating the global functional and local cross-functional business needs, not only within R&D but also beyond R&D.

Your particular responsibilities are:

-Leadership of Program Management Japan team

  • Build, lead, and inspire the PM Japan team to achieve strategic goals and objectives of respective development programs
  • Provide coaching and mentorship to team members, fostering their professional growth and development
  • Develop and implement training programs to enhance the skills and capabilities of the PM team
  • Promote a collaborative and inclusive team culture that encourages innovation and continuous improvement
  • Represent Program Management Japan team as a key member of R&D Japan Leadership team and work closely with the Head of R&D Japan and the other senior leaders of R&D Japan to collaborate together and establish one unity of the sense in a matrix organization.
  • Represent Program Management Japan team as a key member of Japan Leadership Team (JLT), and contribute to the senior management team activities to ensure sustainable growth of Biopharma in Japanese business environment.

 

- R&D Japan & global R&D

  • Drive the establishment of mid- to long-term Program development strategies and business objectives in R&D Japan
  • Lead and supervise Common Performance Indicators / KPIs / benchmarks management to improve performance efficiency in alignment with R&D Japan mid-long-term strategy and objectives
  • Lead or facilitate building consensus around drug development,  Lifecycle management (LCM) planning & business development opportunities, budgeting, execution, and corresponding processes among groups in R&D Japan organization, and also among groups in the entire Japan entity for some specific areas.
  • Facilitate drug development activities and support regional Program managers, Program teams, functional managers and other relevant stakeholders to meet R&D Japan targets
  • Implement global standards and coach/support R&D Japan stakeholders in the area of budget planning, plan/actual control, Program management, RDC governance and continuous learning development.
  • Optimize processes based on aforementioned global standards if necessary under agreement with global stakeholders
  • Lead or facilitate the implementation of global/regional strategic initiatives for improving processes, systems and relationships among internal and external stakeholders
  • Contribute to overall Global Program Management evolution as proactive member of GPM leadership team

 

- Planning office related area

  • Lead and supervise the preparation of strategic and optimized R&D Japan strategies and plans with resource and proposed costs as part of the “Book of Work”
  • Lead and supervise increased planning efficiency and quality to minimize deviations between the plan and actual values
  • Implement and/or facilitate improving R&D related information technology tools into R&D Japan

 

- Portfolio & Program Management related area

  • Develop, implement, document and maintain Program management methods, processes, tools, and information systems to facilitate Program execution in harmonization with Global Program Management standards
  • Drive Program execution to keep approved time/costs/quality
  • Create a Program management platform where Program teams can share best practices/lessons learned
  • Develop and deliver training for Japan Program Managers and team members in collaboration with Global Program Management and local/global HR
  • Facilitate project development committee (PDC) which is the regional review and alignment body where consensus is obtained between regional project teams and Japan entity stakeholders (including GM Japan) regarding strategic and operational recommendations. (Chair is the Head of R&D Japan)
  • Lead 1-2 individual programs as necessary based on resource needs

 

- R&D Coordination related area

  • Facilitate and support cross-functional and non-Program operations in a timely and efficient manner for R&D Japan
  • Ensure that the same Program and management related information is shared among stakeholders in a timely manner by periodically distributing development charts, decision minutes/notices for Program governance, Program team members, cost center structure, etc.

 

Who you are

Advanced degree in life sciences or business is preferred (Ph.D. is a plus).

Professional Project Management certification or qualification (e.g. PMI, IPMA) highly desirable.

Highly developed written and verbal communications skills in Japanese and English.

Approximately 10+ years of experience in R&D and/or drug development in the global pharmaceutical industry with approximately 5+ years direct experience of leadership in a project management related discipline.

Approximately 3+ years of leading a team with line management responsibilities.

Long-established, working experience in cross-functional and international global drug development teams with demonstrated success.

Comprehensive knowledge and experience of clinical development.

Comprehensive knowledge of ICH/GCP, and MHLW regulatory requirements.

Excellent understanding of finance and accounting principles in an industrial setting.

Strong moderation/facilitation skills even for senior management groups.

Ability to establish win-win relationships with stakeholders.

Ability to demonstrate logical thinking.

Strong capability to identify issues/risks and to take or propose/suggest measures/risk management strategies.

Capability to clarify issues/problems and take measures to resolve these issues/problems.
